확장변수 클릭시 입력한 url 이동...및 스크롤 뜸..

이미지 of 롤링 위젯을 사용중인데요...
하단에 사이트배너로 사용하려 하는데 이미지를 클릭시 확장변수로 입력한 url(새창)을 뜨게 하는 방법이 어떻게되나요?

이 소스 중에서 저 빨간 부분을 수정하면 될것같은데 말이죠 ㅠ

크롬에서는 정상작동됩니다만 익스플로러에서
다음과 같이 스크롤이 뜨는데 해결방법좀 알려주실수 있을까요
